Swansea centre could revolutionise Welsh medicine

"WALES will become a magnet for medical research and skilled jobs today as plans for the second phase of a multi-million-pound science centre are unveiled."

Hailed as a huge boost for the nation’s economy and health service, work is due to start on the £30m state-of-the-art research facility at Swansea University – the final part of its pioneering Institute of Life Science (ILS) collaborative unit. Once built, in four years’ time, the seven-storey centre will create 650 graduate jobs.

Last night, Deputy First Minister Ieuan Wyn Jones said the project would underline the institute’s reputation as a leader in ground-breaking research.

Health Minister Edwina Hart added that the development, part paid for using £12.8m from the European Regional Development Convergence Fund, would revolutionise medicine in Wales: “The developments devised here could transform the way we care for patients. This centre will also be home to the first state-of-the-art NanoHealth facility of its kind in Europe and will develop cutting-edge technologies and devices for the benefit of patients everywhere.”

Phase two of ILS, which will complement and sit adjacent to phase one, built in 2007 on the Swansea’s University’s seafront campus, will focus on pharmaceutical testing and house 13 start-up companies that will support the health and beauty sector.

The bioscience industry is worth an estimated £1.24bn to Wales annually, with more than 250 companies operating a base from the nation.

But Professor Dylan Jones-Evans said the benefits of the pioneering partnership between computer giant IBM, the university and WAG could be limitless only if steered in an entrepreneurial direction.

The director of research at the University of Wales said: “Clearly, one of the most important things is that what is essentially being created are focused research centres. These could act as a magnet for investors who will take the technology and put it into the market.

“But I hope that the ILS will act as a catalyst for new start-ups, not just have the technology, but help researchers develop an entrepreneurial aspect to it. If we look at MIT (the Massachusetts Institute of Technology), which has 10,000 students – half the number at Swansea – all the companies that have come out of it would make MIT the 11th largest economy in the world if they were put together. The sky would be the limit for the Welsh economy if the ILS gets it right and does the same.”

In addition to the European grant, the Welsh Assembly Government has ploughed £10m into the scheme, and it received land to the value of £1m from Abertawe Bro Morgannwg University Health Board. The university has put £6.4m into the project.

Professor Richard B Davies, vice chancellor at the institute, said he was “immensely proud” of what had been achieved at the £52m first phase, which houses IBM’s Blue C supercomputer and works to cure diseases such as cancer, diabetes and Alzheimer’s.

But he added he was most excited about the potential that phase 2 has, bringing numerous buildings under one roof for the first time.
